REGARD (Remembering Genocide Against Roma Discrimination)
is a European project of the CERV programme
(Citizens, Equality, Rights and Values)
It aims to promote European culture and its democratic values,
and to consolidate a common and inclusive memory
against all forms of totalitarianism and discrimination.
REGARD points in particular to preserve, transmit and share the
historical memory of the genocide of Roma and Sinti during World War II,
called SAMUDARIPEN,
and their participation in the Liberation from Nazi-Fascism
in partisan resistance movements throughout Europe.
The partners are the Italian National Research Council,
Institute for Research on Population and Social Policy (CNR-IRPPS),
and three Roma associations:
SRRH “Kali Sara” (Croatia),
Thèm Romanò (Italy),
Asociatia Centrul de Cultura al Romilor Dolj (Romania).
Since 1994, the EU has been in favour of recognizing “language and other aspects of
Roma and Sinti culture as an integral part of Europe’s cultural heritage”
(European Parliament Resolution A3-0124/94).
Thirty years have passed since then.
Thanks to European efforts and Roma activism, progress has been made.
But they are not enough to bridge the gap: in history textbooks the Samudaripen and the Roma
are still scattered between silence and a few mentions.
Helping to bridge the gap can be done in many ways.
REGARD intends to do this on a cultural level, replicating in the three countries three types of action
to raise awareness and share collective European memory
by following the six most important dates on the Roman calendar:
Training with adolescents;
Participatory process with civil society;
Cultural events with wider public.
The first date is May 16: in Craiova, Romania, REGARD celebrates Romani Resistance
remembering the Roma and Sinti uprising in the Auschwitz camp (1944).
On August 2, when the “Zigeunerlager” was suppressed three months later,
the project commemorates Romani Holocaust Remembrance Day in Uštica, Croatia,
where stands the Roma Memorial Center.
Of particular interest to Italy is the next date, October 5,
when project activities commemorate the Anniversary of the
Samudaripen monument in Lanciano, the first in Italy.
On November 5, the project return to Croatia, in Zagreb,
to celebrate World Roma Language Day.
The fifth date is January 27, the International Holocaust Remembrance Day,
whose activities are carried out in Campobasso (Italy) in collaboration with Jewish community.
For the last date, April 8, REGARD comes back in Craiova to celebrate the
International Romani Day and the conclusion of the project
